The activity of an enzyme was measured by varying the concentration of the substrate $(S)$ in the presence of three different concentrations of inhibitor $\text{(I) 0, 2 and 4 mM.}$ The double reciprocal plot given below suggests that the inhibitor $(I)$ exhibits
